First of with resin you should soak thim in wesleys tire bleach for about a good day then flush with luke warm water and air dry. Then a good coat  of auto primer and then paint them after. If you are brush painting them it will take a lot longer to dry and sometimes will be tacky after yet. Thats why i rattle can mine and never have the problem if you follow the steps. Other then if you have high humidity in your house.

i had no trouble with painting my snow tires from Carson. dried within an hour.

    had no problem with my stuff .... dried in a hour or so

i didnt have problems with the bumpers i got from him i just let them set for about a week. maily because i forgot about them but aside from that fact i dont usually have paint drying problems with anything model related unless the house has high humidity
